The City Called Twenty-Five

The primary goal is to create a city (or repurpose one) where those convicted of any form of child abuse get banished to. They can never leave.

There are distinct advantages in having a city where everyone is over 25-years-old. For example, no schools to pay for, and less need for sports facilities. No crime from disenfranchised teens.

The town can be designed to be more welcoming of “reformed” prisoners of all types. And it can attract couples who cannot have children, gays who don’t want them, and the elderly.

People who are banished there receive no state support – they work or starve. Government factories are supplied, but the nicer kiddie-fiddlers should be able to get better jobs.

The banished are not named or listed – residents might guess but will never know. Aliases provided.

It can also be a community for people going through rehab.

Criminal punishment will be severe. Something like 3x the real world. Combined with higher levels of policing and CCTVs everywhere, a zero crime environment is expected.

Counter-intuitively, partying with non-addictive drugs and alcohol is promoted. Casinos, bars, clubs, brothels. Swingers will visit or live there. Dogging too. Nudity allowed!
